It's post-war, but I can only narrow it down to a period covering more than five decades:

The association as such has been in existence for almost a century now (since 1922), but underwent several name changes over its long history. It went under this particular name from 1951 to 2008.

Founded on 23 July 1922, it was initially called Provinzialverband Rheinland der Gartenbauvereine [Rhineland Provincial Association of Gardening Clubs]. After a short hiatus following the end of the Third Reich, it resumed its activities as the Landesverband Rheinland der Gartenbauvereine [Rhineland State Association of Gardening Clubs] in 1947. In 1951, it became the Landesverband Rheinland der Kleingärtner e.V. [Rhineland State Association of Allotment Gardeners, registered association] and in 2008 it changed its name to Landesverband Rheinland der Gartenfreunde e.V. [Rhineland State Association of Gardening Enthusiasts, registered association] so as to clarify that it is not exclusive to allotment gardeners.

This pin is the Ehrennadel in Silber mit Halbkranz [Honor Pin in Silver with Half-Wreath], awarded for five years of active work on the board of an associated local club, town- or county association, ten years of active work in a club as a non-board member or fifteen years of regular club membership. There were also three higher grades: The Ehrennadel in Silber mit Vollkranz [Honor Pin in Silver with Full Wreath], the Ehrennadel in Gold mit Halbkranz [Honor Pin in Gold with Half-Wreath] and the Große Ehrennadel in Gold [Grand Honor Pin in Gold].
