Made by the Ladoga factory in Leningrad in 1971. Therefore the red cap star is incorrect; it should have the M68 badge (wreath around star.)
I'm having trouble with the tally. "...АРИЖСКАЯ КОММУНА" is ...ARIZHA COMMUNE.

edit: Парижская коммуна is 'Paris Commune'; a boat sunk in the Great Patriotic War.

The ribbon on the sea hat "Paris Commune" is a reproduction. The battleship "Paris Commune" in 1943 was called "Sevastopol."

Your sea Cap is normal, but must have such a sign and ribbon with the inscription "Военно-морской флот" (Navy).
