Default Tanto Presentation Box

Picked this up with send back papers that state it included a sword inside when sent back in 1946. Maybe a tanto as it is not large enough for others. Nope! No sword was with it. Just the box and papers. Is there anything special with the kanji? I am guessing it is stating it was given to an officer in the American army? I like to collect send back packages like this. Just wondering about the kanji.

That's a tough one for me. I recognize a few characters but most are beyond my capability to read. I'm going to rotate the photo for ease of viewing.
