The man on horseback is Generalleutnant Limon von Sanders in Turkish uniform. He was the military advisor to the Ottoman Empire from 1913-18. He appears to be wearing the Ottoman Imtiyaz medal on his upper left breast.

I don't think it's him. The photo is much older than 1913, and he seems to wear a Johanniterorden Otto Liman von Sanders did not have.

Is there a chance the left guy is Ludwig III of Bavaria? And if the mounted one is not Liman von Sanders, what kind of uniform he wears? I think this is not a german uniform, at least not army one...

I disagree. There's a striking resemblance between the pic of Sanders inset and the person on the horse.

I believe Sascha is right. Nor do I think that the man on the left is Ludwig III - see attached pic for reference.
Although the medal on the mounted man looks Turkish, as does the fez, the uniform does not look like anything Turkish I'm familiar with - rather, it looks like something French or Italian to me. Could the mounted man be a high ranking observer at a pre-war exercise?
