The badge shows the Albert Leo Schlageter memorial (huge cross) near Düsseldorf,at the Golzheimer Heide.

It's indeed an RAD traditions-badge for the headgear (Traditionsmützenabzeichen for the Robin Hood cap), introduced for Arbeitsgau XXI, Niederrhein on July 23, 1938. Most of the traditions badges were worn for the duration until the end of the war since introduction, except this version. It was not allowed to be obtained after October 1, 1939.
