Default Assistance required in identifying a set of documents to a soldier

I have come across some documents to a soldier and wondered if someone could advise me what type of documents they are?
I attach some pics,

1st one is a testimony which claims a police member had successfull taken part at training lesson.

2nd is some kind of pass, that the holder travels officially - after delivered some communications machines to the police headquarter in munich - to a certain police communication school.

Yes, he was a policeman, and wears his police uniform at the pass foto

The blue ID is actually for a Hilfspolizei or Auxiliary Policeman.
