Probably should be a PKO on the blue ribbon and an RAO3 instead of the medal. It could also be a reworked bar and perhaps began life as a Franco-Prussian war bar (1870 EK2, 1870/1 Commemorative)with WW1 stuff shoved on the end. The stitching on the end has been messed with.
