Default PLM cuttet ot egales

I guess this is a S$L piece, but I have absolutely no idea why somebode is able to cut out the eagles from such a piece


The enamle looks also as it is repaiered, bought this one for 12,50 Euros including shipping.

what a terrible destroyed piece still interesting however and I also would have paid the 12,50 for it

Is it really a S&L Piece? I have some doubts after a lok at the lettering in the 6 o´clock arm?
