Looks like a direction finder. The loop antenna is moved around until the source of the enemy signal is found.

Thanks Yuri. Here is the caption attached to the back of this particular photo:

Just got some ultra rare photos in of mountain troopers using the Lichtsprechgerät 80. Photos of these devices being used are few and far between. Here is one photo, while the rest are on my site:
