Default Opinions on an NVA Flag/Pennant, Please!

Hello everyone! I would greatly appreciate some opinions on this NVA flag/pennant. It is well made, with what appears to be hand-stitched letters, and all are duplicated on the reverse side. The translation is as follows:
"Best Unit in Combat"
"Rotating Emulation Banner"

In thinking more since I posted this, perhaps I should have asked for known facts about the piece rather than simple opinions. I realize that opinions alone, based on speculation only, can be damaging rather than helpful. (I have experienced the problems related to that many times.) With 120 views of the thread as of this time, it is obvious that members have chosen not to comment with what is only an opinion. That is most impressive as well as expected of such a professional collecting community we have here...and I am not surprised! However again, I'm still looking for someone who may know something factual about the piece.

Information I have received so far includes that it was an award/commendation given to combat units, on a rotating basis, for their marksmanship performance.

Also, in examining many of the "tourist" flags abundantly available on ebay, at militaria shows, etc., I can tell you that this piece is nothing like those; this one is made of higher quality material with far more attention to detail in its construction.
