Why are there two sizes for the same badges??

99mm badges are from 1949-1958 period.
68mm size badges were after 1958.

I think I got them all figured out now. All being those guys in the picture below.

Never studied them really, but nice badges they are!

Super nice collection! There's some super hard to find badges there.

What's the deal with the dark blue enamel on the third badge down in row #1?

Hi Eric,

Here are pics for comparison. First is a regular one, then the dark blue one. I have no idea what the deal is with it. Has a maker's mark on the same with, at pretty much the same spot. Looks like it's the Pobeda factory star; came with a matching screw for whatever little that's worth. Any info appreciated.

I tried really hard to find any info on the darker blue and came up with nothing. Sorry.
I think it might just be a variation of some sort.
