Not Kriegsmarine, that's the Imperial war flag. Couldn't say when it was produced. I'll move your thread to the Imperial forum.

This is one of many so-called patriotic pins. They were sold to collect funds for war effort, and people (civilians) sported them to express their patriotic feelings. Many different patterns exist, they are collectible, although most don't command high prices. Yours is nicely enammeled, looks period; Gerdan posted link to modern-made pin.
