Those were "Chiu Hoi" leaflets. Dropped along the border and other places by the zillions.
Their intent was to entice VC or even NVA who lived in miserable conditions to surrender and become part of the "Hoi Chanh" program. Translates to Open Arms.
Many were retrained and used as Kit Carson Scouts, Interpreters, or in other roles. Somewhat successful, YMMV.
Some joked about it being the VC/NVA R&R program.
They had simple cartoon like pictures in order to be studied quickly.
Their political cadre got pretty hostile if they caught anyone reading them.
More than anything else they were used as toilet paper.
They were nearly knee deep in some of the remote areas along the border.
I was afraid that if we lots, we would have to stay and pick them up.
