Default Field made dog tag?

I've never seen one like this. The seller states it's inscribed,F
L. horst - komdtrl oddenheide Munster. Does anybody know what that means? Could it be from the SS Horst Wessel division? It looks like something else used to be inscribed on it. It looks like it was used as I can see wear marks at the top of the holes.

Fl= Fliegerhorst, maybe a military airbase located in Loddenheide, Munster? Would this be Luftwaffe? Could this be some late war field made dog tag?

with these you can never be sure if it is legit or not, only if you personally dug out, however this example looks legit, following the details and material in combination with ageing.
