Blockade Breaker in wear on the Heer uniform.
Probably transferred from KM to Heer ?

Due to the low rank i rather think that he earned the medal on one of the civilian ships breaking the blockade and did not had prior KM service.

This photo which has been shown earlier in this thread (is a US Signal Corps image from my collection) is indicative of the huge transfers of personnel from the KM and Luftwaffe in 44/45 to make up infantry losses. I think the blockade runner has likely been transferred as well.
