Unfortunately I don't know anything about this item but the "word" "Heinzung" is not German....

I would say East German.

The toggle switches and fuse holders look like russian design. That in combination with german text I would say DDR.

Secondly it is awkward to have an exit for headset/loudspeaker on the power supply. It would need a signal return entrance from the receiver to use those. Not usual to have.

My opinion: something to power a receiver, made by someone. Not a military factory produced item.
