Might be, might be not. I have had several, in several colours, but the cord is usually a plain cord. I do have one in silver, though. What usually determines is the whistle, made of horn or bakelite, and if the cord seems for long time attached to the whistle. See some:
The last of the three is silver cord.

I've always wondered if the cord colour should match the waffenfarbe...This one was damaged and shortened:

Oh, sorry. Something like a thick boot lace, cotton or similar, not metal like, as can be seen in the pics. The silver metal cord doesn't seem to be the usual kind used. perhaps it was for going out or parades, but can't confirm.
I have seen them in black, green, white, red and silver. Perhaps they can be found in other colours.
