Hi,

the eagle in the makers mark is not a prussian but the imperial eagle (one example of it) - so nothing to do with Prussia.
This logo was used by a hat / cap maker who supplied all german states. All officers, NCO´s (and also OR´s) and officials could buy their uniforms and headgear from a maker /retailer of their choice - from whole Germany. Makers and retailers published catalogues and sold to every person who could proof that they had a right to buy equipment.
The hat is definitivly from a bavarian official.
