Default Red Star, renumbered

Have this Order of the Red Star with a removed old, and added new Number.
Is it OK?.
For what reason they did this? Replacements for lost ones?

Pretty sloppy work, if done by The Mint. Then again we've seen some anomalies from The Mint as well. Add in the fact it's a screwpost base version and muddies the waters even further. Soviet Screwbacks does show renumbered awards with stamped digits and without the "D" (for duplicate) but only two examples and none are quite like this.
What's the story with this? Did it come as a group or with documents matching this number? That would make it pretty clear some deception was involved.
Right now I'm not sure which: deception, mint renumber, or homemade veteran renumber.

Can't remember if this one came with the 2 Shopping Bags full of them in the early 90's or if it's a later one, I got it from a friend who allway's brought them from East German Stasi Estates.

As Eric says, quite a sloppy job they did with renumbering. I would like to see a straight on photo from the serial number where also the scraping can be seen from the removal of the initial serial number. Usually the mint has a typical way of erasing the old serial number.
From what I see now I would not want this in my collection, especially since it's a screwpost base star which is among the more faked versions of the Red Star.

Imo a fake. Not a common way to re-number by the mint. On top, as said earlier, a screwpost base star which is among the most faked badges out there.
