Default Waffenrock detail query

Hello all,
I have a couple of questions regarding this photo of a newly issued uniform.. Firstly the position of the eagle, all others I have seen overlap the pocket flap. Secondly the lower "bellows" pockets are flat and plain. The collar also seems to be somewhat large, but that may be due to its newness in the photo and it is without patches. It is difficult to be sure, but the shoulder straps seem to be sewn in. Is this, perhaps, some form of flak helper uniform, the wearer does look very young?

There are several photos of well-known personalities (Rudel, Sperrle) with the eagle over the pocket flap rather than overlapping it. Since this looks to be some kind of volunteer or paramilitary; I would imagine that they just didn't know any better W/R to the eagle. As for the tunic, there are others on here better versed than me to try to identify it.

For me it's a Polizei tunic, with added LW eagle. Like this one here:

The shapes and proportions on the tunic look to irregular for me to be german made. The shape of the collar is too odd, the pockets and flaps aren't angled and the buttons are way too close to the edge of the button tab. For me it's a reworked belgian tunic, too bad we can't see the cuffs to be sure, but here is a thread with one for comparison: http://www.wehrmacht-awards.com/foru...d.php?t=975330
