I may be way off base with this thought, but Burk's of Germany made various time pieces. The script on the back appears to read BURK'S FABRIKAT AMERIKANER, which IMO would be more in line with a German produced item.

You're correct Bodes, the watchman's/security guard's clock was most likely manufactured at Jacob Burk's Boston factory and not at his brother Johannes factory in Germany, as I had originally assumed. The AMERIKANER inscription should have been my first clue.
