Default Opinions Please On Bullion Japanese Navy Tally

This was a recent flea market find, but Japanese Militaria is not my area of expertise. Can anyone tell me more about this navy hat tally? Has anyone seen a hat tally with raised bullion characters like mine, as most tallies I have seen appear to have flat printed characters? Is this one from WWII or earlier? What does it say? Any help is appreciated.
