This is not a Wehrmacht issued badge. I suggest posting it in the International Militaria section for better help.

Thank You that helps a bunch I though it was a Luftwaffe item no wonder I couldn't find it anywhere

That is a Czech hat badge pre Ww2 (had something to do with observation balloons) , I had a similar one that I posted it on several different websites several years ago for identification and a guy contacted me with the info on it and offered to buy it from me which I asked $250.00 and he bought it .... and he said if I ever found another one to contact him as he would take it off my hands, these are very scarce insignia. I had purchased a case of badges among other things at an estate auction. The gentleman Lester W Barnett of New Orleans had been collecting badges and insignia for 40 odd years. I have this case of 6 badges and have been trying to figure out what they are so far with no success. The link you gave me shows the 2 on the right as Czech Ballonist Badge and a Czech Pilots. Thanks so much I only have 4 to go!!!

I found 2 more with that link the middle top badge is a ww2 Croatian Air Force and the blue one is ww2 Finn Pilots

As soon as the original post was made and I saw it, my interpretation was that it was for an aerial artillery observer. Makes sense that it was for balloons given the era, but I suspect it could have been for light aircraft as well - if they had any.
