It says it clearly in the label inside: "Luftschtz sanitätstasche" so Luftschutz sanitary pouch. Produced by Hageda A.G company in Berlin.

Thank you Carles. I dont read German so its not so clear to me. What is a sanitary pouch? Is it red cross?

It was worn on the belt by medics (where normal soldiers wore ammo pouches) and was used to carry light medical equipment such as bandages for quick use. This one was used by civil air defence (Luftschutz) but military ones were similar. I believe that also DRK (Deutsches Rotes Kreuz - German Red Cross) used the same model.
