Jeff,
They are not german. Shape, soles, nails, stitching ....all these features are not WW2 german.
Maybe Czech.

Thanks for that info! I have a couple more questions:

What time period were these made? WW2 or postwar? Is the RB Number spurious or were these czech boots used by the germans?

Postwar. Rb Nr is fake ( a well know RB Nr used on many fakes/repros ).

yes just this number exist in period often found on polizei issue soft p38 holsters.

That's true. Unfortunately faker decide to use it on their repro/faked items.
