Hello, I got from an estate purchase this "dog tag" or passport. Does everyone know what exactly it is ?

Fl.H. Kdr - FliegerHorstKommandatur.
The place is called Rotenburg/Hann(in Hannover) - the rual district is now called Rotenburg Wümme and is located between Hannover, Bremen and Hamburg.
There is still an airfield.
