I owned a couple of these in the past. People told me several different things about these - one that it was used by LW flak crew to check the breech before loading shells, the other saying the same but for panzer gunners, to others that said it was a headlight that could be used by just about any soldier for general use. I tend to believe the last version is correct, but I'm not 100% sure. You might ask to move this thread to the equipment forum where you will probably get more input.
