Never seen this kind of granade. Perhaps I'm a total ignorant but it reminds me of an air filter Hope someone might illustrate Might it not be a smoke granade?

Blue would tend to indicate that its a practice grenade, not sure what the PO would mean though http://members.shaw.ca/dwlynn/Markings.htm

Photo may look blue but it is actually green. It has pull ring and under the cap it has some spring and ball mechanism.
