I read, that the Wehrwolffuehrer F. Kloppe wrote in a publication about this event (Wehrsporttag in Bonn 1928) an explanation, why the Wehrwolf used the skull symbol:

"Totenkopffahne und Totenkopfabzeichen sind uns ein Wahrzeichen dafür, dass die Wehrwölfe bereit sind, wenn es gilt, auch für ihre Ideale ihr Leben zu lassen."

The skull shows, a Wehrwolf is ready to die for his ideals!
