It's a nice looking banner though. I have not see that design before. ...And it looks great with the trailing cherry blossoms. Thanks for posting it. MikeB

The guy's name 海上 has the same 海 kanji used in "Navy" 海軍 but it doesn't actually say "Navy" anywhere. It just says "Congratulation for Enlistment" The fellow's family name which can be read several different ways (Mikami, Umikai, Kaigami) given name 善郎 Yoshirou probably. The smaller writing is usually who it's from, I didn't try to translate it.

This one is written as 祝出征(shuku-shussei)、Celebrating going to war, an Army/ Navy neutral wording, but often they say 祝入営 (shuku-nyu-ei), celebrating entering camp for the Army, and for the Navy, 祝入団(shuku-nyu-dan), celebrating entering Kaiheidan. That's how you tell, not by the design.
It is the same on flags 入団、(nyu-dan) is the word you need to see to determine something is navy.
