This one is written as 祝出征(shuku-shussei)、Celebrating going to war, an Army/ Navy neutral wording, but often they say 祝入営 (shuku-nyu-ei), celebrating entering camp for the Army, and for the Navy, 祝入団(shuku-nyu-dan), celebrating entering Kaiheidan. That's how you tell, not by the design.
It is the same on flags 入団、(nyu-dan) is the word you need to see to determine something is navy.
