The Assmann catalogue shows this under "Shutzpolizei, Kommunapolizei und Gendamerie, but please tell me for what purpose......

I stand corrected. It seems that it might be an emblem used for a belt buckle.

Interesting, Ron.

But the ones that you posted have a different "wing design" from those of the buckle as identical to the piece in question.

Also, the piece that you posted has sharp and crisp edges on the hexagonal border, unlike the rest with a slightly softer border.
Either different manufacturers made them or simply they had a different use.
