Captain as in actual Captain in Navy rank. The hat/boards do not match with the tail uniform.

In the US, a lot of these sets are mixed and match often not belonging to the same person.

It should weigh 26.8 g. It looks cast and make sure the reeding is constant and not over lapping. The details are lacking too especially on the junk boat. There are a lot of copies around.
