To be correct, these are boards for the prussian "Kriegs-Assistenzarzt auf Widerruf"

They are not "recalled" to duty ("Wieder") but are Doctors with no actice military service record at an age...

The Unit mark is from the 12th fieldartillery regiment, (12. A.) labour group (H = Handwerkerabteilung)

The pretty high collar and the fine quality of cloth looks okay for an officers Waffenrock. The "Passanten" to hold the epaulets look good.

It was the lowest rank in the Airforce, same as Musketier, Grenadier or Jäger within the Infantry.
