Pip issue?

Ok, yes I see my spelling mistake “Hitlerjugend”, but I have found a photo of an SS-Sturmmann with a cloth pip on his left sleeve. So can we say, that they were issued to all wehrmacht?

Fred, can you elaborate on ‘HJ’. What do those abbreviations stand for? Or can anybody else who’s online at present. Are unissued ones common?
