It's a memory from obligatory military service. An ordinary soldier from IR 89 (you have his name and unit at the bottom). The poster is pre-printed and only name, unit and picture of actual soldier...

Very nice pic! Although I believe EK's were not "distributed" from the horseback :: They were awarded, in a proper ceremony, especially in 19th century, when it was a relatively scarce award...

The second one design I've seen on sports medals, but it could be also some chamber of trade or commerce. The ribbon is the wrong one, as far as I can see, the medal is just tossed over the ribbon.
