Possibly meant to be worn in shirt sleeve order? Such arm bands were worn by the British at various times, as a quick way to 'transfer' rank when wearing shirt sleeve order without the tunic/battle...

I too would love to see pictures of it being worn, especially in uniform! Sounds strictly unofficial and may well have been made by any number of local jewelers/metal workers so probably impossible...
